There is no right or wrong, it all depends on your situation (generally speaking).

I have not used a sweeper for over 15 years, I don't think. At the competitive ages, it is not useful anymore. For the developmental ages, it is not good as well. You want to develop your back four as early as possible even if they make a few mistakes early on. A sweeper system tends to "hide" weaker players on the team specially for the younger players which is not good.

Defending is all about Dealing with the immediate threat
If you have a dominant tall, tactically astute and no nonsense defender then dont play them sweeper but detail them to cover as much as possible so one always goes to challenge with the main defender covers
Developing defences is always about using the collective strengths of those players and operating a system where they all compliment these strengths while at the same time minimising their collective weakness.

I have always preferred a 3-4-3 set-up. once upon a time, I we were not scoring many goals and I felt that my defense was complacent. I decided to jazz things up a little and experimented with the 3-4-3. It was a great decision. Most teams are not used to dealing with three forwards, plus the mids attacking them. It worked very well until my team entered high school. The high schools all around me use a sweeper. The team and I had many discussions about it and how I felt that 4 defenders and a sweeper was stunting their growth. They disagreed. In the end, I ended up going back to 4 on defense (no sweeper) because the team started not trying as much and kept saying how the HS system of player was easier. Our output did suffer, but we manage to still do ok. IN my opinion, if you have the horses, I would not use a sweeper and even consider trying the 3-4-3.
